GoldBod Opens Applications for New Jewellery, Fabrication, and Refinery Licences Under Act 1140

The Ghana Gold Board (GoldBod) has officially launched the application process for Jewellery and Fabrication Licences (Categories A, B, and C) and Refinery Licences, effective today, Wednesday, October 22, 2025.

The announcement comes as part of GoldBod’s broader effort to formalise and regulate Ghana’s downstream gold value-addition sector in line with the newly passed Ghana Gold Board Act, 2025 (Act 1140).

In a statement released by the Board, GoldBod made it clear that only persons or entities licensed under the new framework will be permitted to engage in gold-related activities, including trading, jewellery manufacturing, gold fabrication, and refining.

“Engaging in such activities without a valid GoldBod licence constitutes an offence punishable by law,” the statement cautioned.

GoldBod further clarified that all previously issued licences by the Ministry of Lands and Natural Resources for gold refining and fabrication are no longer valid under the new legislation.

As such, all existing operators in the space have been directed to regularise their operations by applying for the appropriate GoldBod licence before the non-extendable deadline of December 31, 2025.

“Operating without a GoldBod licence after this date will attract criminal sanctions,” the Board warned.

Categories of Licences Now Available

GoldBod outlined four licence categories open for application:

Jewellery & Fabrication Licence – Category A
For Ghanaian sole proprietor artisans and small-scale businesses fabricating jewellery and castings solely for the local market.

Jewellery & Fabrication Licence – Category B
For fully Ghanaian-owned medium-sized companies producing for both local sale and export.

Jewellery & Fabrication Licence – Category C
For large-scale companies, both local and foreign, fabricating for the domestic and international markets.

Refinery Licence
For entities seeking to operate gold refineries within Ghana.

The licensing initiative is expected to improve oversight, boost investor confidence, and promote transparency and value addition in Ghana’s gold sector — a strategic move aligned with the country’s efforts to become a leading hub for gold processing and export in Africa.
