The Office of the Special Prosecutor (OSP) has arrested three former top officials of the Ghana Revenue Authority (GRA) in connection with ongoing investigations into alleged corruption and irregularities surrounding revenue assurance contracts awarded to Strategic Mobilisation Ghana Ltd. (SML).
Those arrested include Rev. Dr. Ammishaddai Owusu-Amoah, former Commissioner-General of the GRA; Mr. Isaac Crentsil, former Commissioner of Customs and now General Manager at SML; and Mr. Christian Tetteh Sottie, former Technical Advisor at GRA and currently the Managing Director and Chief Executive Officer of SML.
According to a statement from the OSP, the arrests form part of a broader probe into suspected corruption and corruption-related offences in respect of multiple contracts awarded by the GRA to SML.
These contracts, which span several years, were primarily for revenue assurance services in the petroleum downstream and upstream sectors, as well as the mining industry.
The Special Prosecutor’s investigation also seeks to scrutinize SML’s widely publicized claims of generating significant savings for the country through its monitoring services — a claim that has come under increased public and parliamentary scrutiny in recent months.
All three individuals were detained on the evening of June 24, 2025, after failing to meet bail conditions set by the OSP.
It remains unclear whether they will be charged immediately or granted bail upon fulfilling the necessary conditions.
The OSP has assured the public of its commitment to pursuing the matter with the “utmost diligence and fairness,” and has reiterated its call for cooperation from all stakeholders as the investigation continues.
