EOCO Investigates Dennis Miracles Aboagye Over Alleged GH¢55 Million IMCCoD Financial Breaches

The Economic and Organised Crime Office (EOCO) has confirmed that the arrest of former Executive Secretary of the Inter-Ministerial Coordinating Committee on Decentralisation (IMCCoD), Dennis Miracles Aboagye, forms part of investigations into alleged financial and procurement violations involving approximately GH¢55 million.

The former spokesperson for the Bawumia Campaign team was picked up together with former IMCCoD Secretariat accountant, Gerald Appiah, over claims of possible misuse, diversion and unlawful handling of public funds.

In a statement released on Monday, July 13, 2026, EOCO explained that the investigation followed a request from the current Executive Secretary of IMCCoD for further examination of findings from a forensic audit conducted into the Secretariat’s activities from August 2022 to February 2025.

The Office stated that Mr. Aboagye, Mr. Appiah and other persons of interest are being investigated for alleged offences such as stealing, conspiracy to steal, abuse of public office for personal benefit, causing financial loss to the State, fraudulent misrepresentation and money laundering.

EOCO said additional information gathered in recent days regarding suspected fraud and theft allegations led to Mr. Aboagye’s arrest.

The anti-graft institution noted that Mr. Aboagye was previously aware of the ongoing inquiry and had interacted with EOCO before his arrest. It added that although a travel restriction order had been placed on him as part of plans to take him into custody, he had already left Ghana without notifying the agency.

According to EOCO, the Ghana Immigration Service intercepted Mr. Aboagye upon his arrival at the Kotoka International Airport on Saturday night and subsequently transferred him to EOCO officials on Sunday for further action.

The former IMCCoD Executive Secretary later joined investigators during a search operation, which the Office indicated would continue as part of the probe.

EOCO said Mr. Aboagye will be processed for bail in line with constitutional provisions and existing laws, while Gerald Appiah is expected to be released after completing the necessary bail requirements.

The agency also revealed that Mr. Appiah had commenced voluntary repayment of some funds believed to be connected to the alleged offences. However, EOCO cautioned that such repayments do not end the investigation or mean that any individual involved has been cleared of wrongdoing.

EOCO reiterated its commitment to conducting the investigation fairly and within the confines of the law, while respecting the rights of all persons involved.
