Parliament Approves GHC68.13 Billion Mini-Budget for First Quarter of 2025

Ghana’s Parliament has approved the 2025 Mini-Budget, amounting to GHC68.13 billion, following a thorough review by the Finance Committee.

The budget, presented by Finance Minister Dr. Mohammed Amin Adam on January 2, 2025, will fund government operations for the first quarter of the year until the incoming Mahama administration presents a substantive budget.

The Mini-Budget projects total revenue and grants at GHC42.54 billion, including:

•GHC40.67 billion in domestic revenue.

•GHC1.87 billion in tax revenue.

•GHC68.65 million from grants.

•GHC1.04 billion from social security contributions and other sources.

Key expenditure provisions include GHC2.37 billion for tax refunds, alongside allocations for healthcare, education, and infrastructure development.

The budget’s approval process sparked intense debate in Parliament, with contrasting views between the majority and minority on spending priorities and revenue mobilization strategies. While the minority criticized delays in the budget presentation, the majority emphasized its importance in maintaining government operations and ensuring economic stability.

The passage of the Mini-Budget marks a critical transition as the Mahama administration prepares to assume office. The focus now shifts to the effective implementation of the budget to address the nation’s fiscal needs and deliver on policy objectives.
