Kosmos Energy to invest $2 Billion in Ghana’s upstream Petroleum sector

 Kosmos Energy has announced a major $2.0 billion investment in Ghana’s upstream petroleum sector, marking one of the largest capital injections in the country’s energy industry in recent years.

The announcement was made during the 2025 Africa Energy Forum at the Offshore Technology Conference (OTC) in Houston.

Ghana’s Minister of Energy and Green Transition, John Jinapor, who delivered the announcement, hailed the investment as a pivotal step toward transforming Ghana’s energy landscape. He emphasized that the deal reflects growing international confidence in Ghana’s energy potential and sets the stage for a new era of transparency, regulatory reform, and economic growth.

“Ghana is entering a new era—one defined by stability, predictability, and strong government support,” Jinapor told global stakeholders. “We want investors to know: Ghana is open for business.”

The Energy Minister described the Kosmos investment as a catalyst for strengthening Ghana’s upstream oil and gas operations and announced a sweeping review of the country’s upstream fiscal and regulatory frameworks. The goal, he said, is to enhance investor confidence by creating a more competitive, clear, and attractive operating environment.

“We are initiating a comprehensive review of our upstream policies to boost competitiveness and improve clarity for investors,” Jinapor said, inviting global partners to contribute to shaping these reforms.

He also reaffirmed Ghana’s role as a growing energy hub in West Africa, noting the country’s continued export of reliable power to neighboring nations such as Benin, Togo, Côte d’Ivoire, and Burkina Faso. With plans to scale up production, Jinapor stressed Ghana’s determination to reverse the recent decline in output.

“Ghana remains a pivot for energy security in West Africa. We are determined to reverse the declining trend in production,” he added.

The announcement was made in the presence of key energy and investment figures, including Nigeria’s Minister of Petroleum Resources (Oil) Heineken Lokpobiri, CEO of the Petroleum Commission Emeafa Hardcastle, CEO of Ghana National Gas Company Judith Blay, Senior Vice President and Head of Ghana Business Unit at Kosmos Energy Nana Joe Mensah, and CEO of the Ghana Investment Promotion Centre Simon Madjie.

Kosmos Energy’s $2 billion commitment is expected to significantly boost Ghana’s upstream capacity, generate employment, and contribute to the country’s economic recovery and energy transition goals.
