Anti-LGBTQ+ bill set for first reading in Parliament – Bagbin confirms

Speaker of Parliament, Rt. Hon. Alban Sumana Kingsford Bagbin, has announced that the contentious Human Sexual Rights and Family Values Bill—widely known as the anti-LGBTQ+ bill—will be presented for its first reading during the second meeting of the Ninth Parliament.

The bill, which seeks to criminalize LGBTQ+ activities and prohibit the promotion, advocacy, or funding of such practices in Ghana, is expected to reignite intense national and international debate over human rights, constitutional freedoms, and traditional cultural values.

Speaking at the official opening of Parliament’s second session, Speaker Bagbin disclosed that three private members’ bills have cleared all procedural requirements and will be introduced during this meeting. These include:

  1. The Property Rights of Spouses Bill, 2025
  2. The Constitution of the Republic of Ghana (Amendment) Bill, 2025
  3. The Human Sexual Rights and Family Values Bill, 2025

“The three private members’ bills have completed the processes required by the standing orders and are expected to be presented for a first reading during the course of this meeting,” Bagbin stated.

Originally passed by the Eighth Parliament, the anti-LGBTQ+ bill did not become law after failing to secure presidential assent under former President Nana Addo Dankwa Akufo-Addo.

Its reintroduction marks a renewed legislative push under the current administration.
