Finance Minister considers full IGF retention for Judiciary

The Minister for Finance, Dr Cassiel Ato Forson, says government is considering a proposal that would allow the Judiciary to retain and use all of its Internally Generated Funds (IGF) to help resolve pressing operational challenges within the justice system.

Dr Forson disclosed this during a courtesy visit by the Chief Justice, Justice Paul Baffoe Bonnie, on Wednesday, January 21. The meeting focused on deepening cooperation between the Judiciary and the Executive to strengthen justice delivery in the country.

Also present at the meeting were Supreme Court Justice Gabriel Scott Pwamang, Acting Director of the Ghana School of Law Professor Raymond Atuguba, Judicial Secretary Ahmed Musah, the Attorney-General and Minister for Justice, Dr Dominic Ayine, along with other senior judicial officials.

Addressing the gathering, Chief Justice Justice Baffoe Bonnie identified court congestion as a significant obstacle to the effective administration of justice, noting that several interventions are being implemented to reduce case backlogs and ease pressure on the courts.

He also raised concerns about the working environment within the Judiciary, stressing the need for sustained institutional support to improve efficiency and overall performance.

In response, Dr Forson reaffirmed government’s commitment to working closely with the Judicial Service and the Ministry of Justice to confront the challenges facing the justice sector. He explained that the proposal to allow the Judiciary to retain its full IGF is intended to provide greater financial autonomy and flexibility to address urgent operational requirements.
