Osei Assibey and Gifty Oware face court over multi-million cedi Financial Misconduct charges

The former Executive Director of the National Service Authority (NSA), Osei Assibey Antwi, and his former deputy, Gifty Oware, are expected to appear before the Accra High Court today to face a series of criminal charges relating to alleged financial misconduct involving tens of millions of Ghana cedis.

Mr. Assibey Antwi has been charged with 14 counts, including causing financial loss to the state, stealing, and money laundering. The charges are based on provisions under sections 179A(1) and 124(1) of the Criminal Offences Act, 1960 (Act 29), and section 1(2)(c) of the Anti-Money Laundering Act, 2020 (Act 1044).

According to court filings, Mr. Assibey Antwi allegedly authorized payments to over 60,000 ghost national service personnel, resulting in the loss of substantial public funds between August 2021 and February 2025, during his tenure as head of the NSA.

His former deputy, Gifty Oware, is also facing multiple charges, including stealing, money laundering, and abuse of office. Prosecutors from the Attorney-General’s Department allege that Ms. Oware misappropriated approximately GH¢38.46 million between February 2022 and March 2024, while she had oversight of the Authority’s finance, audit, and procurement operations.

A central allegation in the case involves a suspicious transfer of GH¢31.5 million from a loan facility intended to support national service personnel. Prosecutors claim Ms. Oware redirected the funds to the account of her private company, Blocks of Life Consult, under the pretense of supplying goods through a hire-purchase arrangement — a transaction they argue was fraudulent.

The trial is being closely watched by the public and anti-corruption advocates as a key test of the government’s commitment to accountability and transparency in public service.

Both accused persons are expected to enter pleas when the case is called later today.
