MoE injects additional $117.1 million into Basic Education through GALOP

The Ministry of Education has announced an additional $117.1 million in funding under the Ghana Accountability for Learning Outcomes Project (GALOP) and its Second Additional Financing (AF2) initiative. The funds aim to boost targeted interventions in basic education across the country.

The announcement was made at the first meeting of the GALOP Project Oversight Committee, held on Tuesday, July 15. The meeting brought together development partners, agency heads, and committee members, including representatives from the World Bank, which co-funds the project along with the Global Partnership for Education.

In a speech delivered on his behalf, Minister of Education and Chair of the Oversight Committee, Haruna Iddrisu, stressed the need for effective implementation and close monitoring of all project components.

“GALOP AF2 provides an additional $117.1 million to scale up targeted interventions in basic schools. We must ensure that every intervention—from teacher training and school grants to performance-based incentives—is effectively deployed and monitored,” the minister’s statement read.

The funding is expected to support several education-enhancing programmes, including capacity building for teachers, provision of school grants, and the introduction of performance-based incentives—all aimed at improving learning outcomes at the basic education level.

The Ministry underscored the importance of accountability, clarity in leadership, and responsiveness to conditions in schools.

“Our effectiveness will be measured by the clarity of our direction, the quality of our oversight, and the responsiveness of our system to on-the-ground realities,” the statement concluded.

The GALOP initiative is a flagship education reform project that seeks to enhance learning outcomes, particularly in underserved and low-performing schools across Ghana.
