Kotoka Airport renaming: A-G says Accra International Airport Bill awaits Parliament

The government has yet to legally change the name of Kotoka International Airport to Accra International Airport, the Attorney-General has told the Supreme Court, as it defends its decision to rename the facility.

In its response to a legal challenge against the proposed change, the Attorney-General says the name Kotoka International Airport remains legally valid because the legislative process required to effect the change is still ongoing.

The case was brought by Austin Kwabena Brako-Powers, who wants the Supreme Court to declare the government’s decision unconstitutional, arguing that the General Kotoka Trust Decree, 1969 (NLCD 339), must first be amended.

But the government insists it has not repealed or altered the decree and that the public announcement of the proposed renaming did not automatically change the airport’s legal status.

According to an affidavit filed by Assistant State Attorney Mamavi Owusu-Aboagye, an Accra International Airport Bill, 2026, has been prepared, approved by Cabinet and signed by the Minister for Transport. The Bill is now awaiting presentation to Parliament.

The government says the proposed change will also require adjustments to statutory instruments, official records, airport signage, digital platforms and aviation publications before it can be fully implemented.
