“Seek Cabinet Approval Before Announcing Policies” – Cabinet issues Directive to Ministers

The government has issued a strict directive reminding all Ministers of State that no major policy, programme, or initiative should be publicly announced without prior Cabinet approval.

The instruction, outlined in a circular dated October 27, 2025, and signed by the Secretary to Cabinet, Prof. Kwaku Danso-Boafo, comes in response to what the government describes as a growing trend of ministers announcing initiatives “purportedly on behalf of government” before formal consideration by Cabinet.

According to the circular, such unilateral actions breach constitutional protocols and undermine the principle of collective government responsibility, which requires that all major policy decisions reflect consensus at the Cabinet level.

“Cabinet wishes to remind all Ministers that, in accordance with established governance protocols and the collective responsibility principle enshrined in the Constitution, no public policy, programme, or major initiative shall be considered a policy of government unless it has been duly submitted to, deliberated upon, and approved by Cabinet,” the statement read.

The circular further directed that all proposed policies, programmes, and legislative initiatives be channeled through the Cabinet Secretariat via the Chief Directors of the respective ministries.

This process, the government said, is designed to ensure that all proposals are properly vetted, aligned with national priorities, and formally placed on the Cabinet agenda before any public communication.

The directive underscores government’s intention to strengthen coordination, uphold policy coherence, and prevent conflicting public statements from ministries ahead of Cabinet consensus.
